U.S. House Approves Ban On Importation of Child Sex Dolls, Robots

WASHINGTON, D.C.—Hey, remember the good ol' days when the main argument for banning pornography was that eventually, guys would get tired of masturbating to it and go out and rape some unsuspecting woman? Well, welcome to the 21st century, and the same old argument—only this time it involves young-looking "anatomically correct" sex dolls and their robotic counterparts! "Once an abuser tires of practicing on a doll, it’s a small step to move on to a child," said Rep. Dan Donovan, the New York Republican who sponsored the legislation, as reported in the Sacramento Bee. "My bill takes necessary steps to stop these sickening dolls from reaching our communities." That bill he's sponsoring (along with 33 other Reps), which was originally filed in mid-December of last year—see how ahead of the curve he was?—is H.R. 4655, the "Curbing Realistic Exploitative Electronic Pedophilic Robots" Act, likely so named so its acronym could be the CREEPER Act. Section 2 of the bill states, "The Congress finds as follows: "(1) There is a correlation between possession of the obscene dolls, and robots, and possession of and participation in child pornography. "(2) The physical features, and potentially the “personalities” of the robots are customizable or morphable and can resemble actual children. "(3) Some owners and makers of the robots have made their children interact with the robots as if the robots are members of the family. "(4) The robots can have settings that simulate rape. "(5) The dolls and robots not only lead to rape, but they make rape easier by teaching the rapist about how to overcome resistance and subdue the victim. "(6) For users and children exposed to their use, the dolls and robots normalize submissiveness and normalize sex between adults and minors. "(7) As the Supreme Court has recognized, obscene material is often used as part of a method of seducing child victims. "(8) The dolls and robots are intrinsically related to abuse of minors, and they cause the exploitation, objectification, abuse, and rape of minors." The bill also defines "child sex doll" as "an anatomically-correct doll, mannequin, or robot, with the features of, or with features that resemble those of, a minor, intended for use in sexual acts." Understand, there is currently no scientific evidence to back up claims such as "The dolls and robots not only lead to rape, but they make rape easier by teaching the rapist about how to overcome resistance and subdue the victim," nor "For users and children exposed to their use, the dolls and robots normalize submissiveness and normalize sex between adults and minors." The studies just don't exist. Moreover, we'd truly like to see on what evidence "Congress finds" that "The dolls and robots are intrinsically related to abuse of minors, and they cause the exploitation, objectification, abuse, and rape of minors." In other words, let 'em play with dolls and the next thing you know, they're stalking the playground for victims. Surprisingly, no one's yet floated a bill trying to ban "adult" sex dolls and robots on the basis that users, once they tired of fucking the doll/robot, would start stalking Walmart parking lots looking for rape victims. But lack of evidence has never stopped an anti-porn politician before. "These dolls can be programmed to simulate rape," claimed House Judiciary Committee Chairman Bob Goodlatte, a Virginia Republican. "The very thought makes me nauseous ... these dolls create a real risk of reinforcing pedophilic behavior and they desensitize the user causing him to engage in sicker and sicker behavior." Actually, the few studies that do exist on this topic indicate that would-be pedophiles use sex dolls in order to avoid going after actual children, much as adult rapists can be dissuaded from attacking women by watching more porn—at least in part because rape can get them 5 to 10 in the slammer. "While a small group of people advocate for the use of these dolls to curb pedophilia, there is absolutely no scientific literature supporting this view," Goodlatte claimed. "To the contrary, these dolls create a real risk of reinforcing pedophilic behavior, and they desensitize the user, causing him to engage in sicker and sicker behavior. They put our children in danger, and we must not tolerate them." While agreeing that protecting children is of great importance, during Wednesday's debate on the bill, Rep. Shelia Jackson Lee (D-TX) said, "I am concerned, however, that the majority has not given us sufficient time to properly consider this bill, its basis for making a correlation between the possession of obscene dolls and possession of child pornography and its relation to child abuse." Having passed the House, the bill now moves on to the Senate, which hopefully will have more sense (and scientific knowledge) than to pass this paranoid fantasy. But if they do pass it, what's next? A bill outlawing cyberskin strokers using the same "logic"?
